What is the International Antidrug Federation ‘IAF’?
International Antidrug Federation ‘IAF’ is a nongovernmental, apolitical and non-commercial organisation founded in October 2019, upon initiative of a group of specialists of international level (doctors, psychologists, pedagogues, social assistants and lawyers) from the Russian Federation, Republic of Moldova, Ukraine, Belarus, Azerbaijan, Georgia, Kazakhstan, Romania, Bulgaria, Poland, Hungary, Slovakia, Czech Republic, Albania, Serbia, Slovenia, Montenegro, Italy, Turkey, State of Israel, Rwanda, Thailand and Republic of the Congo, who wanted to deal in preventing and combatting the unlawful drugs consumption and trafficking, at the domestic and international level.

What are the goals of the International Antidrug Federation ‘IAF’?
The goals of the International Antidrug Federation ‘IAF’ lie in contributing to:
- Increasing the level of civil society’s engagement into local, national and international efforts for combatting the unlawful drugs consumption and trafficking;
- Uniting the civil society’s efforts for implementation of programmes or projects on combatting the unlawful drugs consumption and trafficking, or on treatment, recovery and social reintegration of persons addicted to drugs or other dependencies;
- Co-operating with other domestic or international organisations, which have the goals and objectives aimed to combatting the unlawful drugs consumption and trafficking;
- Consolidating and developing the co-operation between the civil society and the public authorities at the local, domestic and international level.
Tasks and methods of goal implementation:
- Implementing programmes or projects in the field of preventing the unlawful drugs consumption and trafficking;
- Rendering specialised service (medical treatment, psychological counselling, social and legal assistance) to persons, who are addicted to alcohol, drugs, gambling, gaming or Internet, and to their families, as well;
- Developing medical, social and legal researches and studies for the benefit of public and private establishments, concerning settlement of the range of problems they encounter in the antidrug sphere;
- Developing local, domestic and international projects, programmes and studies; raising funds for such programmes and projects;
- Promoting a dialogue between different bodies of the civil society (at the local, domestic and international level), with the aim of improving the formulation, application and assessment of decisions on the stupefying substances policy;
- Providing specific and trustworthy information on consolidation of the civil society’s role in respect of the consumption of stupefying substances and other products that lead to addiction;
- Developing an efficient antidrug co-operation between the civil society and domestic and international organisations, subject to paying a special attention to scientific and social contributions;
- Consolidating and completing the responsibility of the national states and international organisations with the aim of co-operating in struggle against the stupefying substances production, consumption and trafficking;
- Analysing and studying psychological and psychosocial factors associated with evolution of addiction, or the risky or assistance-seeking behaviour in respect of the significant differences at the level and way of consumption in males and females; instituting own databases broken down into social types and categories;
- Using the partnership relations with media and other wishing bodies and organisations, inclusively using the electronic means for dissemination of scientific information on the risks of stupefying substances consumption for physical and mental health;
- Monitoring domestic and international establishments in respect of application of provisions, duties and rules of international law concerning the unlawful drugs consumption;
- Drafting reports and requests on procedural and structural deficiencies identified in functioning and practical application of antidrug measures;
- Informing the public opinion on the danger of drugs consumption at the national and international level, and on the antidrug policies, actions and strategies;
- Building partnership relations with individuals and legal entities with the aim of fundraising, either directly, or via local, national or community establishments, associations, foundations, bodies or organisations having the similar activities, objectives or interests;
- Generalising positive examples, regulations and standards for preventing and combating the psychotropic and stupefying substances consumption;
- Founding treatment, recovery, socialisation and social reintegration centres for the people addicted to alcohol, drugs, gambling, gaming or Internet;
- Establishing mobile laboratories for specialised treatment of emergencies;
- Founding centres for initial and continuous training of specialists and volunteers with the aim of their engagement to public and private establishments;
- Granting scholarships;
- Issuing own and specialised publications.
Aiming to achieve the goals set, the International Antidrug Federation ‘IAF’ is entitled to:
- Carry on programmes and projects on preventing the unlawful drugs consumption and trafficking at school, in families and community;
- Render special aid (service (medical treatment, psychological counselling, social and legal assistance) to persons, who are addicted to alcohol, drugs, gambling, gaming or Internet, and to their families, as well;
- Diagnose the phenomenon of drugs consumption at the local, domestic and international level – branch-wise reports, studies and researches;
- Develop medical, legal and social researches and studies for the benefit of public and private establishments, concerning settlement of the range of problems they encounter in the antidrug sphere;
- Conduct joint activities (experience sharing, joint projects, workshops and other kinds of reunion) with similar domestic and international organisations with the aim of preventing the unlawful drugs consumption and trafficking;
- Monitor domestic and international establishments in respect of application of provisions, duties and rules of international law concerning the unlawful drugs consumption and trafficking;
- Draft reports and requests on procedural and structural deficiencies identified in functioning and practical application of antidrug measures;
- Inform the public opinion on the danger of drugs consumption at the national and international level, and on the antidrug policies, actions and strategies;
- Establish contacts, partnership relations, co-operation or association relations, without any limits, with establishments, organisations, associations, foundations, unions, federations and other individuals and/or legal entities that can support the Federation’s activities;
- Found private centres specialising in counselling, diagnosing, treatment, rehabilitation and resocialisation of people addicted to alcohol, drugs, gambling, gaming or Internet;
- Establish mobile laboratories for specialised treatment of emergencies relating to the drugs consumption;
- Organise special training courses for those, who conduct their activities in the antidrug sphere (lawyers, doctors, social assistances, psychologists, pedagogues, journalists and other categories of related specialities), in order to ensure the number of personnel required for own organisation or other specialised public or private, domestic or international organisations;
- Found new branches of the Federation at the local, domestic and/or international level. Any activities of the Federation shall be carried on subject to abidance by the effective laws and regulations of the state it conducts its activities in;
- Organise performances, prize draws, consultancies, information sharing, advertising, inclusively by issuing the publications, and other similar actions according to the laws, in order to raise the funds required for financing its specific needs; facilitate the access of people to private and public resources;
- Raise funds to be used directly or provided to other establishments with the aim of antidrug programmes or projects implementation;
- Fund specific actions, projects and programmes by their own efforts or in co-operation with individuals and legal entities;
- Grant scholarships.
